- Wash and dice the potatoes into bite-sized pieces. Set aside in water.
- Heat 1 tablespoon of olive oil in a skillet. Cook ground beef for 5-7 minutes until browned. Drain excess fat.
- Add the remaining tablespoon of oil, onion, green bell pepper, and garlic. Sauté for 3-4 minutes.
- Stir in ketchup, Worcestershire sauce, brown sugar, chili powder, paprika, salt, and pepper. Simmer for 5-7 minutes.
- Add drained diced potatoes and ½ cup of water. Cover and cook for 15-20 minutes until potatoes are tender.
- Check for tenderness and add extra water if too dry. Top with cheese if desired and cover to melt.
- Remove from heat, garnish with parsley, and serve hot.
