- Transfer the meatloaf mixture to the baking dish and spread remaining sauce on top.
- Bake for 30 minutes until the top is browned and edges bubble.
- Cook macaroni in salted boiling water for 8-10 minutes, then drain.
- Whisk whole milk and cheddar cheese soup in a large bowl; season with salt, pepper, garlic powder, and onion powder.
- Fold in macaroni and half of the shredded cheese.
- Spoon the cheese mixture over the baked meatloaf and sprinkle remaining cheese on top.
- Bake for an additional 17-20 minutes until golden.
- Let the casserole rest for 10 minutes before slicing and serving.
